I have the honour to acknowledge

receipt of your Despatch Confidential of September 23rd.,

1909, relative to the conduct of the Postal Agencies in

China with its enclosures.

Your Lordship's proposal (contain-

-ed in the telegram of the 3rd. September, 1909) that this

Government should continue to carry on these Postal Agenci-

-es for one year more on condition that His Majesty's

Government guarantee half the nett loss incurred, and that

the local communities be "required" to contribute towerds

the remaining loss was accepted by me, in the necessity of

arriving at some conclusion in order to complete the

Annual Estimates which had already been delayed and be-

-cause it would not have been fair either to the communiti-

-es concerned or to the postal employés to have closed the

Agencies at such short notice. But I would remind Your
